      In the preceding April, before the designs of the Iroquois were known, a young officer named Daulac, commandant of the garrison of Montreal, asked leave of Maisonneuve, the governor, to lead a party of volunteers against the enemy. His plan was bold to desperation. It was known that Iroquois warriors in great numbers had wintered among the forests of the Ottawa. Daulac proposed to waylay them on their descent of the river, and fight them without regard to disparity of force. The settlers of Montreal had hitherto acted solely on the defensive, for their numbers had been too small for aggressive war. Of late their strength had been somewhat increased, and Maisonneuve, judging that a display of enterprise and boldness might act as a check on the audacity of the enemy, at length gave his consent. * For example, not long after this time, the Jesuits,


      The Grenville Ministry was approaching its extinction. It had done a great work in the abolition of the Slave Trade, but there was another species of abolition which they were disposed to further which was not quite so acceptable. They had supported Wilberforce and his party in their measure for the negroes, but Wilberforce and his friends were by no means willing to support them in liberating the Catholics from their disabilities. Grenville and Fox had made no particular stipulation, on taking office, to prosecute the Catholic claims, but they were deeply pledged to this by their speeches of many years. It was, therefore, highly honourable of them, though very impolitic, to endeavour to do something, at least, to show their sincerity. Though the king was obstinately opposed to any relaxation of the restraints on this class of his subjects, yet the Fox and Grenville Ministry had introduced a milder and more generous treatment of the Catholics in Ireland. The Duke of Bedford, as Lord-Lieutenant, had discouraged the rampant spirit of Orangeism, and admitted Catholics to peace and patronage. He had abandoned the dragooning system, and had managed to settle some disturbances which broke out in the autumn of 1806, without even proclaiming martial law. These measures had won the cordial attachment of the Catholics both in Ireland and England, but, in the same proportion, had exasperated the Church and War party against them in both countries. Their adding another three-and-a-half per cent. to the income and property taxes had still further embittered these parties, and the antagonism to them was every day becoming stronger. Yet they resolved, in spite of all this, to make an attempt to do some justice to the Catholics. They managed to carry an additional grant to the College of Maynooth, and on the 4th of March, when this grant was debated, Wilberforce, though[533] wanting the support of Ministers for his Slave Trade Bill, made a violent speech against all concessions to the Catholics. He declared the Protestant Church the only true one, and, therefore, the only one which ought to be supported. "He did not profess," he said, "to entertain large and liberal views on religious subjects; he was not, like Buonaparte, an honorary member of all religions." Undeterred by these tokens of resistance, Lord Howick, the very next day, moved for leave to bring in a Bill to enable Catholics to hold commissions in the army and navy on taking a particular oath. He said that it was a strange anomaly that Catholics in Ireland could hold such commissions since 1793, and attain to any rank except that of Commander-in-Chief, of Master-General of the Ordnance, or of General of the Staff, yet, should these regiments be ordered to this country, they were, by law, disqualified for service. A clause had already been added to the Mutiny Bill to remove the anomaly. He proposed to do away with this extraordinary state of things, and enable his Majesty, at his pleasurefor it only amounted to that, after allto open the ranks of the army and navy to all subjects, without distinction, in Great Britain as well as Ireland.


      The noble marquis was regarded by Mr. Peel with the most sincere respect and esteem, which were cordially reciprocated. In a letter dated January 30th, 1828, Lord Wellesley wrote to him thus:"Your most acceptable letter of the 29th instant enables me to offer to you now those assurances of gratitude, respect, and esteem which, to my sincere concern, have been so long delayed. Although these sentiments have not before reached you in the manner which would have been most suitable to the subject, I trust that you have not been unacquainted with the real impressions which your kindness and high character have fixed in my mind, and which it is always a matter of the most genuine satisfaction to me to declare.       During this Session a very important Bill was introduced, and passed both Houses, for the improvement of the police, and the administration of justice in London. The old unpaid and very corrupt magistrates were set aside. The metropolis was divided into five districts, each having its police office, at which three justices were to sit, each having a salary of three hundred pounds per annum. They were not allowed to take fees in their own persons, and all fines paid in the courts were to be put in a box towards defraying the salaries and other official expenses. Constables and magistrates were empowered to take up persons who could not give a good account of themselves, and commit them as vagabonds.

      The second reading of the Bill was not opposed, but Lord Francis Egerton, with Sir Robert Peel's concurrence, moved that the committee should be empowered to make provision for the abolition of corporations in Ireland, and for securing the efficient and impartial administration of justice, and the peace and good government of the cities and towns in that country. The Tories thought it better that there should be no corporations at all, than that their privileges should be enjoyed by the Roman Catholics. The motion was lost by a majority of 307 to 64, and the Bill ultimately passed the Lower House by a majority of 61. In the Upper House a motion similar to that of Lord Francis Egerton was moved by Lord Fitzgerald, and carried in a full House by a majority of 84. Other amendments were carried, and it was sent back to the Commons so changed that it was difficult to trace its identity. Lord John Russell said that it contained little or nothing of what was sent up: out of 140 clauses, 106 had been omitted or altered, and 18 new ones introduced. He moved that the amendments of the Lords be rejected, and that the Bill be sent back to the Upper House. The motion was carried by a majority of 66, the numbers being 324 to 258. But the Lords refused by a majority of 99 to undo their work; and upon the Bill being returned to the Lower House in the same state, Lord John Russell got rid of the difficulty by moving that the Bill should be considered that day three months.For several years past, the Iroquois had made forays against the borders of Maryland and Virginia, plundering and killing the settlers; and a declared rupture between those colonies and the savage confederates had more than once been imminent. The English believed that these hostilities were instigated by the Jesuits in the Iroquois villages. There is no proof whatever of the accusation; but it is certain that it was the interest of Canada to provoke a war which might, sooner or later, involve New York. In consequence of a renewal of such attacks, Lord Howard of Effingham, governor of Virginia, came to Albany in the summer of 1684, to hold a council with the Iroquois.
